the sound is a "tic toc" signal, download a 5 second wav file from http://www3.sympatico.ca/konecny/golden/n14.wav
Normally you need a VHF receiver with a 30 - 50 KHz filter and a outdoor antenna such as a turnstile (137-138 MHz)feed with a RG 58/u coaxcable (or other low loss coax cable).
For decoding the signal you can use the free software WXToImg from http://www.wxtoimg.com/
This decoding software will give also respectable results results from a scanner with a 15 KHz filter.
